John Schroer, commissioner of the Tennessee Department of Transportation and chair of the AASHTO Standing Committee on Finance and Administration (SCOFA), announced late last month the appointments of three individuals to serve as officers in the committee.
Lee Wilkinson, current director of operations and finance at Iowa Department of Transportation, was appointed by Schroer to take over as Secretary of SCOFA. Wilkinson has served on SCOFA since September 2010 and also serves on SCOFA's Subcommittee on Human Resources. He has been with Iowa DOT since 1996 and has served in his current position since 2006.
Schroer chose Robin Naitove, comptroller at the Florida Department of Transportation, to serve as Vice Chair of SCOFA's Subcommittee on Fiscal Management and Accounting (SOFMA). Naitove has served in her current role at FDOT since 1999 and served as deputy comptroller, disbursement operations for five years before that.
Brenda Morris, financial services director at the Missouri Department of Transportation, was appointed by Schroer to serve as Secretary of SOFMA. Morris has been with Missouri state government for 22 years, 14 of which have been spent at MoDOT.
AASHTO's SCOFA addresses such issues as general administrative practices, civil rights, financial management, transportation finance policy, uniform accounting procedures, human resource management, information systems, legal affairs, public affairs, and audits. SOFMA is responsible for identifying and analyzing financial management practices, uniform accounting procedures, budgetary and fiscal controls, cash management, and third party contract administration and administration of federal financial policies.
