FRA Unveils National Rail Plan 

The Federal Railroad Administration released a draft National Rail Plan last week. It outlines the demand for, benefits of, and planning for a comprehensive U.S. railroad network for both passenger and freight lines.

FRA stated the draft document is designed to generate more discussion, and it looks forward to input from states, freight railroads, and other interested parties. The report was required by the Passenger Rail Investment and Improvement Act of 2008.

"This preliminary plan lays the groundwork for developing policies to improve the U.S. transportation system," according to the report's executive summary. "Its goals are consistent with the top goals of the U.S. Department of Transportation: to improve safety, to foster livable communities, to increase the economic competitiveness of the United States, and to promote sustainable transportation. The important attributes of rail -- safety, fuel efficiency, and environmental benefits -- can meaningfully assist in achieving these goals."

Major recommendations contained in the report include identifying projects of national significance for freight rail that could benefit from investment of public and private funds.

AASHTO's Standing Committee on Rail Transportation held a conference call with state transportation departments and FRA last Friday to review the National Rail Plan. There were 81 participants on the call representing 35 states.
